President Ferdinand R. Marcos Jr. presented today, 08 October 2025, eight new Petroleum Service Contracts (PSCs), a landmark initiative poised to significantly enhance the Philippines’ energy security, economic development, and regional inclusivity. These contracts represent the largest single batch of PSCs awarded in Philippine history.
A notable feature of these new contracts is the inclusion of the world’s first competitive bid round for native hydrogen, signaling the nation’s commitment to pioneering diverse and sustainable energy sources. Further, co-managed petroleum projects with the Bangsamoro Autonomous Region in Muslim Mindanao are set to foster inclusive and regionally balanced energy development, ensuring that benefits are distributed equitably across the archipelago.
These PSCs collectively represent a potential investment commitment of more than US$200 million over the next seven years, covering exploration areas from Cagayan and Central Luzon, to Cebu, Palawan, and the Sulu Sea. Beyond the direct exploration activities, service contractors are mandated to fund educational scholarships, capacity-building, and community development programs from the initial phase. Upon production, host communities will further benefit through infrastructure development, social programs, and local employment opportunities, contributing to a more energy-secure and prosperous Philippines.
