HAPPENING NOW: The Institute for Climate and Sustainable Cities (ICSC), in partnership with the Department of Energy Philippines (DOE), is holding the pilot leg of the #NetMeteringCaravan in Cagayan de Oro City — kicking off a nationwide series that will also visit Metro Manila, Tacloban, and Bacolod in the coming months.
Themed “Accelerating Rooftop Solar Adoption through Streamlined Net-Metering,” the two-day activity brings together distribution utilities (DUs), local government units (LGUs), solar developers, financing institutions, and consumers to unpack the streamlined Net-Metering Program under the DILG-DPWH-DOE Joint Memorandum Circular No. 2026-01, DOE Department Circular No. DC2025-10-0020, and Energy Regulatory Commission (ERC) Resolution No. 15, Series of 2025.
The event opened with welcome remarks from ICSC Board Member Secretary Ms. Beau Baconguis, followed by a keynote address from Cagayan de Oro City Councilor Enrico D. Salcedo (on behalf of Mayor Klarex Uy) and Ms. Liza Pangilinan, Division Chief of Technical Services Management Division of the Renewable Energy Management Bureau (DOE-REMB).
The morning also featured two key presentation on policy briefing on the latest Net-metering updates by Jordan Ballaran of the DOE-REMB, and a presentation on SPECTRUM — ICSC’s satellite-based platform mapping rooftop solar potential nationwide — led by ICSC Chief Data Scientist Jephraim Manansala.
Continuing the day later will be a series of panel discussions tackling consumer and implementation realities in solar energy adoption, as well as policy, regulation, and system-level integration — bringing together solar installers, DUs, LGUs, and national agencies including the ERC, and DOE.
The #NetMeteringCaravan is supported by the Tara Climate Foundation and is part of the CASE – Clean, Affordable and Secure Energy for Southeast Asia, led by the German Agency for International Cooperation (GIZ) and implemented on behalf of the International Climate Initiative (IKI).
