August 04, 2026| National Electrification Administration (NEA) Administrator Antonio Mariano Almeda met with Department of Labor and Employment (DOLE) Secretary Francis Tolentino on Monday, 03 August 2026, to discuss the proposed collective bargaining manual for unionized Electric Cooperatives (ECs).

The discussions centered on the proposed creation of a Tripartite Working Council composed of representatives from the NEA, DOLE, and EC Labor Unions. The Council will formulate and finalize a manual that will serve as a guide for unionized ECs and Labor Unions in the collective bargaining process.
Administrator Almeda reiterated his Agency’s full support for the initiative.
Also present during the meeting were NEA Institutional Development Department Manager Atty. Alexander Paul Rivera, DOLE undersecretaries and assistant secretaries, and officials from the National Conciliation and Mediation Board (NCMB) and the Bureau of Labor Relations (BLR).
