Ayon kay Chairperson Juan, ang PhP 8.7 bilyong collection ay kaugnay ng under-recoveries na una nang sinalo ng Meralco para sa aktuwal na gastos mula sa suppliers, habang ang PhP 9.5 bilyong refund ay nagmula sa AWAT case, isang true-up mechanism na ipinatupad dahil sa pagkaantala ng rate resets ng mga private distribution utilities.
